У статті розкрито теоретико-методологічні засади розвитку інновацій у державному секторі України в умовах трансформаційної економіки та політичної нестабільності. Обґрунтовано, що інновації у публічному секторі не є нейтральними процесами, а супроводжуються перерозподілом владних повноважень, ресурсів і впливу, що актуалізує дослідження політичного контексту як визначального чинника їх формування та реалізації. Метою дослідження є поглиблення теоретичного розуміння впливу динаміки влади та інституційних змін на траєкторії інновацій у державному секторі України. В дослідженні обґрунтовано принципи переосмислення політичного контексту як динамічної, багаторівневої арени вертикальних та горизонтальних суперечок за владу, яка формує інновації державного сектору – ІДС; ідентифіковано критичні моменти, функціонують у часових обмеженнях діяльності, сукупно формуючи траєкторії інновацій. Ці висновки поглиблюють наукове розуміння складних взаємодій між політичними контекстами, динамікою влади та часом в контексті можливостей ефективного впровадження ІДС в Україні.
