When formulating the purpose of the study, it was taken into account that the balance of the system of inclusive governance of united territorial communities (UTCs) and districts is achieved, firstly, through the harmonization of self-government and management relations, and secondly, through the quality of the functioning of government entities. It is proven that the increased attention of domestic scientists to the problem under study is due to the consequences of the reform of decentralization of public power and management, one of the manifestations of which is the transfer of powers and financial and economic resources from the center to the localities. Analysis of literary sources, regulatory and legal acts, and statistical data, using a territorial approach, the principle of interdisciplinarity, comparative, bibliometric, and other methods, revealed insufficient legislative justification for the status of newly formed UTCs and districts as administrative-territorial units and functioning socio-spatial formations. The interaction of inclusive object-subject relations as a component of inclusive governance of UTCs and districts is characterized; the specificity of these relations is revealed, reflecting the fundamental principles of self-government, in which the subject and object are manifested in indivisible unity and integrity. It is shown that the inclusiveness of object-subject relations within the social environment of UTCs and districts requires transforming a person into a citizen capable of realizing his rights as the primary subject of local self-government. This is what scientists should focus on in further research.
