The article summarizes and systematizes theoretical approaches to the formation of strategies for the development of agricultural enterprises under conditions of dynamic changes in the internal and external environment, increasing uncertainty, and transformations in the agricultural sector of the economy. The essence of key categories, such as “strategy”, “strategic management”, and “enterprise development strategy”, is revealed, and their determining role in ensuring the competitiveness and sustainable development of agricultural business entities is substantiated. Special attention is paid to the analysis of scientific approaches to strategic management: resource, process, system, and security. It is substantiated that for agricultural enterprises, the resource approach is critical due to the importance of land and personnel potential, while the system approach allows us to consider the enterprise as an open system that depends on natural and climatic factors. The security approach is highlighted, which has become particularly relevant in martial law and is aimed at minimizing risks and maintaining food security. The paper details the specifics of the agricultural sector that affect strategic planning, particularly the seasonality of production, the duration of reproductive processes, and high capital intensity. A step-by-step strategy development algorithm has been developed, which includes strategic analysis (SWOT, PEST), mission definition, alternative selection, implementation, and strategic control. A classification of strategies by functional focus, development direction, and level of adaptability has been proposed. The main problems hindering the industry’s effective development are highlighted: financial constraints, logistics disruptions, and insufficient strategic competence among personnel. The conclusion is that the agricultural sector needs to implement adaptive strategies and digitalize to ensure its stability in the post-war period.
