The article presents the theoretical and methodological principles of the strategic management of the development of the bioenergy potential of agricultural enterprises based on a circular economy. The strategic importance of developing the bioenergy potential of agricultural enterprises in the context of Ukraine’s energy transformation, economic decarbonization, and the sustainable development of the agricultural sector is summarized. The main advantages of developing circular-economy-based bioenergy for agricultural enterprises are summarized. The economic, energy, environmental, resource, social, and innovation impacts of implementing circular bioenergy models are assessed. It is substantiated that such effects are synergistic and contribute not only to energy production but also to the formation of a new model of agricultural management focused on closing resource, energy, and biological flows. Strategic guidelines for the development of the bioenergy potential of agricultural enterprises are determined, including energy autonomy, the formation of circular value chains, decarbonization of production, increasing resource efficiency, technological and innovative modernization, the development of a circular bioeconomy, and strengthening competitiveness and the social development of rural areas. The feasibility of using a combination of strategies for the strategic management of the development of the bioenergy potential of agricultural enterprises is substantiated, in particular, by strategies of concentrated growth, diversification, vertical and horizontal integration, innovation, differentiation, and adaptation. It is generally accepted that the choice of a specific strategy should be made with the heterogeneity of domestic agricultural enterprises in mind, since they differ in production scale, the volume of available biomass, the level of financial support, technological readiness, the availability of production infrastructure, and opportunities for cooperation. It has been proven that their combination enables consideration of the enterprise’s scale, resource base, financial capabilities, technological readiness, and the conditions for the functioning of the domestic agricultural sector.
