The article analyzes the potential and transformation of Ukraine’s creative industries in the conditions of post-war economic recovery, their multiplier effect, resistance to military challenges and the possibility of integration into the European creative space. It is substantiated that creative industries (IT, design, audiovisual arts, advertising, crafts, fashion, cultural heritage) are a strategic driver of recovery due to high added value, relatively low capital investment requirements and a high economic multiplier. The current state of the sector for 2025–2026 is investigated: contribution to GDP of about 3.5%, demonstration of resilience despite underestimation, support through state policies (“Made in Ukraine”, “Own Business” program) and international initiatives (British Council grants, Creative Europe programs), as well as the ability to promote the integration of veterans and the transformation of the economy into an innovative one. The consequences of a full-scale invasion are analyzed: large-scale destruction of thousands of cultural infrastructure and heritage sites (with a special focus on frontline regions), irreversible losses of artists and media workers, mass outflow of talent (especially in the IT and film industries), sectoral crises and significant financial deficits for recovery. Key challenges are identified: outflow of personnel due to insufficient protection of intellectual property, bureaucratic barriers and corruption risks, limited funding despite increasing budget spending on culture, regulatory restrictions and difficult access to international markets. A comprehensive system of development incentives is substantiated: tax incentives (reduced VAT rates, investment holidays), expansion of grant programs, creation of a specialized Creative Industries Development Fund, a network of regional creative hubs based on the EIT Culture & Creativity model, priority for digital infrastructure development, launch of the Creative Export Promotion Agency and full integration into EU programs (“Creative Europe”, “Horizon Europe”, Creative Ports) using the status of an EU candidate. It is concluded that creative industries, subject to the implementation of public-private partnerships, specialized funds, digital infrastructure and deep European integration, can become one of the key drivers of sustainable post-war recovery of Ukraine, strengthening export potential, preserving cultural heritage and strengthening social cohesion.
