The article substantiates the foundations of state regulation of entrepreneurial development in agriculture and identifies directions for improving agricultural policy amid wartime risks and post-war recovery. The purpose is to systematize state support instruments, assess their impact on agricultural enterprises, identify regulatory weaknesses, and propose an integrated approach to measuring policy effectiveness. The research applies systematization, comparative analysis, generalization, grouping, and index methods. State regulation is interpreted as the purposeful influence of public authorities on the economic, financial, organizational, and institutional conditions of agricultural business activity. Financial and economic, credit, tax, insurance, investment, institutional, and regulatory instruments are classified according to their impact. A methodological approach to evaluating state regulation is developed on four blocks: economic efficiency, financial sustainability, social performance, and budgetary and institutional efficiency. An Integrated Index of State Support Effectiveness is proposed that combines normalized indicators of profitability, profit per hectare, labor productivity, gross value added, investment activity, autonomy, credit burden, liquidity, employment, wages, coverage of support programs, accessibility of public programs, and transparency of fund allocation. The index enables comparisons by year, region, sector, and support program, and identifies components that require priority improvement. Agricultural policy should be assessed not only by allocated resources but also by measurable changes in enterprise performance, resilience, employment, and institutional accessibility. The practical value of the approach lies in supporting monitoring, comparison, and evidence-based managerial decisions in agricultural entrepreneurship.
