Approaches to interpreting state budget policy are determined. Approaches to the formation of state budget policy are systematized. A bibliometric analysis of research on state budget policy is conducted. The substantive characteristics of state budget policy are considered. The need for further structural and functional decomposition of budget policy and clarification of its economic essence in conditions of turbulence is determined. A structural and functional decomposition of state budget policy is carried out. It is determined that state budget policy is complex and comprises interrelated components, each of which performs distinct functions within the system of state regulation of the economy. The substantive and functional characteristics of state budget policy are systematized. It is noted that the impact of budget policy on the state’s macrofinancial stability is complex and operates through interconnected financial and economic mechanisms. The key channels through which budgetary policy influences the state’s macrofinancial stability are identified. The criteria for the effectiveness of budgetary policy in ensuring the state’s macrofinancial stability are determined. It is determined that the effectiveness of budgetary policy should be assessed not only by the budget deficit or the level of public debt, but primarily by its ability to ensure the stability of the economic system against crisis shocks, maintain macroeconomic equilibrium, and minimize the destabilizing impact of internal and external risks. It is determined that the key importance lies not in the absolute level of the budget deficit, but in its impact on the state’s macrofinancial stability. It is noted that the state’s budgetary policy is significantly expanding its functional scope and is no longer limited solely to ensuring the formation and use of centralized financial resources. An analysis of the revenues and expenditures of the State Budget of Ukraine, as well as the budget deficit, is carried out. A conceptual model of the state’s budgetary policy in turbulent conditions is formed. A structural and logical scheme for applying the conceptual model of the state’s budgetary policy in turbulent conditions is determined.
