The article analyzes the socio-economic determinants of human potential development in the context of the transition to sustainable development, considering environmental and military vulnerability. The impact of global uncertainty, technological transformations, economic imbalances, and social changes on human development is revealed. Strategic directions for forming human capital as the basis of socio-economic progress are substantiated. The emphasis is on an intersectoral approach to implementing effective social policy, combining education, healthcare, social protection, and innovation. The analysis showed that Ukraine has significant potential for human capital development, but war, mass migration, and deterioration of access to basic services complicate this process. Positive trends in digital education, healthcare, and new employment opportunities can become the basis for restoring potential. In sustainable development and environmental responsibility, an essential strategic direction is implementing green personnel management (Green HRM), which combines ecological goals with human resource management functions. The research results confirm that the green behavior of personnel is formed not only through external control, but also through internal identification with the sustainable values of the company. Particular attention is paid to socio-economic, demographic, and environmental aspects, as well as the importance of education, professional development, the adaptability of employees, and the introduction of innovative technologies. The need for a comprehensive approach to forming sustainable, qualified, and socially responsible personnel is emphasized as the basis of the state’s competitiveness. The Human Development Index in Ukraine demonstrates specific achievements and risk areas requiring systemic reform. It is proposed that reforms be strengthened aimed at increasing the accessibility and quality of education and healthcare, stimulating employment, developing digital competencies, and supporting the scientific and innovative environment. An example of the investment success of the Ukrainian startup PeopleForce confirms the strategic importance of human capital as a driver of Ukraine’s economic recovery in conditions of multi-vector instability.
