Social infrastructure serves as the fundamental basis for the recovery of rural human potential in the post-war period. Its modernization contributes to improving the quality of life, demographic stabilization, reducing migratory outflow, and creating a competitive environment for economic activity. The effectiveness of public administration in this area depends on the alignment of strategic goals, the financial capacity of territorial communities, and the implementation of innovative approaches and partnership models. Social infrastructure is regarded as a strategic resource for the recovery and long-term development of Ukraine’s rural areas. Rural human potential encompasses demographic, educational, professional, cultural, and value-based characteristics of the population, which determine their capacity for productive activity and social engagement. Its recovery involves ensuring access to quality education, restoring the healthcare system, creating conditions for employment and self-realization, developing the cultural environment, and forming a safe and comfortable living space. Social infrastructure acts as the material foundation for the reproduction of human potential. The purpose of the article is to study the theoretical and methodological foundations of social infrastructure management as a key factor in the restoration of rural human potential and to develop approaches for its improvement within the regional development system. The research employs methods of analysis and synthesis, comparison, and theoretical and logical generalization. The role of social infrastructure as a systemic factor in the recovery of rural human potential amidst Ukraine’s post-war transformation is investigated. It is substantiated that the effective functioning of educational, healthcare, cultural, social protection, housing and utility, and digital infrastructure facilities is a prerequisite for demographic stabilization, improved quality of life, and intensified economic activity in rural areas. The study analyzes indicators of the number of agricultural workers, the economic activity of Ukraine’s rural population, and the quantity of social and cultural facilities in rural localities. Directions for improving public policy mechanisms for modernizing social infrastructure are proposed, taking into account the principles of sustainable development.
