The article examines the theoretical and methodological foundations for the development of risk-oriented strategic management in agricultural enterprises amid increasing uncertainty, structural economic transformations, and intensifying environmental constraints. Modern risks in the agricultural sector are complex and multi-level, necessitating the development of proactive management models that leverage risks as a source of development. It has been proven that innovation is a key system-forming factor in risk-oriented management, ensuring the integration of development, security, and adaptation processes in agribusiness in response to dynamic external changes. The dual nature of innovations as both objects and tools of risk management is revealed, enabling the integration of functions for reducing enterprise vulnerability with the creation of new competitive advantages. The three-dimensional nature of innovations within the system of strategic management is determined and manifested as a tool for reducing the risk of losing competitiveness, as a dynamic adapter to market changes, and as a mechanism for ensuring the ecological and economic sustainability of agricultural enterprises. The current state of innovation activity in Ukraine’s agricultural sector is analyzed, and a significant lag in European indicators is identified. The expediency of applying a self-financing model of innovative development as a basic mechanism for ensuring the strategic resilience of agribusiness under conditions of limited access to external financial resources is substantiated. A conceptual approach to building a proactive model of risk-oriented strategic management is proposed, based on the mechanism of eco-innovative conversion of own capital, which ensures increased financial autonomy, investment attractiveness, and long-term competitiveness of agricultural enterprises.
