The article substantiates a research methodology for analyzing the development of postal services in the contemporary global economic environment. Postal services are conceptualized not merely as a communication activity but as an integral component of the transport and logistics system that ensures the circulation of material flows, supports e-commerce, and provides universal access to essential services. It is argued that the primary object of analysis should be the complete postal service cycle, encompassing acceptance, sorting, transportation, last-mile delivery, and post-delivery operations. Such an approach allows postal development to be examined as a coherent service process rather than as a set of isolated transport operations. The study proposes a methodological framework that integrates several widely used and empirically grounded research approaches. These include system analysis of postal operations, network analysis of postal infrastructure and routing, institutional and regulatory analysis of the universal service obligation, resilience-oriented analysis of postal networks under external shocks, and data-driven analysis based on tracking and event data. Attention is paid to the role of tracking information as a source for evaluating delivery quality, reliability, and service performance variability. The proposed methodology is compatible with international measurement practices used in comparative postal studies and can be applied alongside global postal development indicators. The relevance of the method is demonstrated by its applicability to the Ukrainian context, where postal services operate amid heightened economic uncertainty and security risks. The framework enables systematic assessment of network accessibility, service continuity, and infrastructure robustness, as well as evidence-based support for strategic decisions in postal sector development. The results of the study may be used in academic research, sectoral analytics, and policy design related to the modernization and sustainable development of postal services.
