The article provides a theoretical and methodological justification and an analytical synthesis of approaches to improving the system of state regulation of Ukraine’s fisheries sector under the conditions of the digital economy, through the application of financial controlling tools in agro-industrial enterprises. The study reveals the interrelationship between the digitalization of managerial processes, the development of analytical technologies, and the behavioural aspects of financial decision-making in shaping a new methodological paradigm for sectoral regulation. It is argued that financial controlling functions as a system-forming mechanism for coordinating state and corporate objectives within the fisheries sector, ensuring the integration of planning, monitoring, analytical, and performance evaluation processes in financial and economic management. Based on the application of economic-mathematical modelling methods, the article proposes an integral model for assessing the effectiveness of financial control and an indicator of economic stability that quantitatively reflects the influence of digital, analytical, and behavioural factors on the performance of state agrarian policy. The conducted calculations demonstrate that increases in digital maturity and analytical precision have led to growth in the integrated index, indicating enhanced regulatory efficiency and improved coordination of financial flows. The developed approaches establish a methodological foundation for forming an integrated system of financial controlling, oriented toward strengthening the analytical validity of managerial decisions, improving the effectiveness of regulatory instruments, and ensuring the balanced development of fisheries enterprises under digital transformation. The findings confirm that the integration of financial controlling into the system of state regulation of the fisheries sector provides a methodological basis for establishing an adaptive, digitally oriented management system capable of ensuring financial transparency, reducing the risks of inefficient budgetary resource use, and enhancing the analytical substantiation of policy decisions. The proposed methodological framework has practical relevance for developing sustainable growth strategies in the agro-industrial complex, as it combines elements of digital monitoring, economic analysis, and behavioural decision-making models. Thus, the research establishes a comprehensive scientific and methodological foundation for transitioning Ukraine’s fisheries sector toward an innovative development model, in which financial control serves as a key instrument for enhancing the efficiency of public administration, ensuring enterprise-level economic stability, and creating preconditions for integrating the sector into the unified digital space of the national agrarian economy.
