The article substantiates the theoretical, methodological, and applied foundations for the formation of mechanisms of post-war recovery and development of critical infrastructure of territorial communities in the eastern regions of Ukraine. The relevance of the study is determined by the increasing scale of destruction of infrastructure systems, the intensification of security risks, the limited availability of financial resources, and the need to move from fragmented reconstruction to a systemic model of managing the development of critical infrastructure at the local level. The purpose of the study is to systematize the mechanisms of post-war recovery and development of critical infrastructure of territorial communities, to develop an integrated model of their interaction, and to identify tools for practical implementation under conditions of high uncertainty and resource constraints. The methodological framework of the research is based on systemic, structural-functional, and comparative approaches, as well as methods of generalization, classification, economic analysis, and content analysis of international strategic documents. A classification of mechanisms for post-war recovery and development of critical infrastructure is proposed, encompassing institutional, economic, financial, digital, security-related, partnership-based, and environmental mechanisms. A structural and logical matrix of mechanisms has been developed, integrating state, regional, and local levels of governance, and the necessity of their systemic interaction to achieve a synergistic effect in the processes of restoring infrastructure systems is substantiated. The scientific novelty of the study lies in substantiating an integrated model for managing the post-war recovery of critical infrastructure of territorial communities, which combines international concepts of resilience, Build Back Better, and sustainable development with national practices of public governance. The practical significance of the results lies in the possibility of their application by public authorities and local self-government bodies in the formation of strategic and operational decisions in the field of recovery and development of critical infrastructure in the post-conflict period.
