This paper investigates the theoretical and methodological foundations of applying land management as a tool for planning the development of territorial communities. The evolution of scientific approaches to land management is analysed, from a technical-administrative framework to an integrated socio-ecological and economic paradigm, highlighting its role in shaping the spatial structure of territories and ensuring sustainable land use. The study reviews international and national practices, including the works of E.H. Erdogan and FAO publications (2011, 2017), as well as Ukrainian Law No. 711-IX, to identify principles for integrating urban planning and land management components within comprehensive territorial community development plans. An original methodological framework for conducting land management work is proposed, comprising analytical, diagnostic, forecasting and planning, design and regulatory, and institutional stages, each with clearly defined expected outcomes for the community. The study emphasizes the need to integrate land management with strategic and spatial planning to enhance evidence-based local decision-making, improve the efficiency and sustainability of land use, reduce land-use conflicts, and support long-term socio-economic and environmental development. Special attention is given to the use of digital geoinformation systems, multicriteria analysis, and active stakeholder participation as critical components of modern land management. The proposed approach demonstrates its novelty by combining spatial, legal, economic, ecological, and institutional tools within a unified framework specifically adapted to the Ukrainian context, where integrated planning practices remain fragmented. This framework provides a foundation for further research on the quantitative assessment of integrated planning effectiveness, the adaptation of sustainable land management principles to local conditions, the implementation of decision-support systems, and the evaluation of the social, economic, and environmental impacts of land-use planning decisions. The results can strengthen local governments’ institutional capacities, enhance the scientific and practical foundations of integrated territorial planning, and contribute to achieving sustainable development goals within Ukrainian territorial communities.
