The research used structural-logical analysis methods (to identify crisis factors) and empirical comparative analysis (to assess the financial and institutional capacity of territorial communities). The purpose of the article is to substantiate and analyze mechanisms to ensure the institutional stability of municipal governance in the city of Mykolaiv amid economic threats. The peculiarities of the municipal administration of the port-industrial city are studied, which is extremely important for ensuring its institutional stability under wartime conditions. In addition, the analysis of the problems and prospects for ensuring the stability of municipal administration contributes to the development of practical recommendations to improve the institutional environment, which is of strategic importance for the sustainable development of territorial communities, particularly in front-line regions. Key mechanisms of municipal adaptability were identified: diversification of budget sources through stimulation of small and medium-sized businesses; international cooperation, formation of relations with governments of partner countries, transparent administration of grant projects, cooperation with international humanitarian missions; ensuring energy autonomy of critical facilities; transferring the maximum number of municipal services to an online format for servicing residents and IDPs; using geographic information systems for spatial monitoring and assessment of damage; reconfiguration of the organizational structure: formation of flexible project teams and development hubs. Based on the analysis of the financial capacity of the Mykolaiv territorial community, the effectiveness of the applied mechanisms was confirmed: a 67,1% decrease in the share of administrative expenses was recorded, against the backdrop of an 81,1% increase in capital investments in reconstruction, compared with the average regional indicators in Ukraine. In addition, more than 71% of territorial communities in the Mykolaiv region maintained a high and optimal level of institutional capacity.
