This article presents the authors’ perspective on a concept for developing the air transport system that could serve as the basis for sectoral policy documents. The authors outline the preamble and key directions for implementing the development strategy. They identify the strategic goals and objectives of the development strategy for air carriers and airports. The main directions for implementing the strategy are substantiated, such as improving institutional regulation of air transport enterprises and airports; developing integrated organizational structures, such as alliances. Within the first direction, the main institutional mechanisms for regulating the development of the air transport sector and airport infrastructure are defined. Within the second direction, the issue of creating new integrated cross-sectoral associations in the field of air transport—strategic alliances—is examined. The main expected effects of implementing the strategy are identified: increasing the profitability of air transport enterprises in the short and long term; rapid response to changes in the transport sector, particularly regarding tax policy, tariffs, transport regulations, and fuel costs; establishing effective links between transport, industrial, and distribution structures; strengthening integration within a unified transport and logistics chain; mitigating external risks and threats; developing strategies for business diversification; improving the quality of transport services and maximizing the resource potential of aviation enterprises; building business relationships with partners based on mutual benefit; continuously improving operational processes and integrating innovations in the industry.
