The article examines the theoretical and practical principles governing the functioning of the credit security system for enterprises in Ukraine’s agricultural sector during the post-crisis development of the financial market. The specific features of agricultural production (seasonality, cycle duration, dependence on natural and climatic conditions) that reduce its investment attractiveness for banks are identified. The role of the state in shaping an appropriate institutional environment through mechanisms such as direct financing, partial compensation of interest rates, and state guarantees is substantiated. Using regression and correlation analyses, the quantitative impact of the cost of credit resources and the volume of state support on the scale of loan capital attraction is assessed. Economic and mathematical models were developed that confirmed the high efficiency and multiplicative effect of credit discount programs (each additional hryvnia of budget funds attracts an average of 10.2 UAH in preferential loans). A close relationship was observed among lending volumes, financial results, fixed-asset investments, and production dynamics. Key destructive factors of the lending system were identified, including information asymmetry between banks and borrowers, high cost of resources, and instability of financing of support programs. A set of risk minimization tools was proposed, in particular an organizational and functional scheme for creating a Credit Guarantee Fund in the system of the Ministry of Agrarian Policy and Food of Ukraine, which will allow reducing rates by 3–4 percentage points and attracting an additional 830–1100 million UAH. The need to develop a specialized digital information and analytical system to monitor risks and facilitate credit cooperation in rural areas was substantiated.
