The article is devoted to the analysis of the main problems and challenges faced by public administration in the process of digitalization. The purpose of the article is to analyze the current challenges and unresolved issues in the process of digitalization of public administration, in the context of access to digital services, cybersecurity, legal regulation and digital literacy of the population by developing a digital mechanism of public administration. Special attention is paid to the issues of access to digital public services, ensuring cybersecurity, legal regulation and increasing the digital literacy of the population. The author examines unresolved issues and barriers that hinder the effective implementation of digital initiatives in administration and suggests possible ways to overcome them. The article substantiates the need to improve infrastructure, develop new legislative initiatives and create conditions to ensure equal access of citizens to public services in digital format. The results of the study may be useful for developing policies and strategies for the development of digital technologies in the public sector. A digital mechanism of public administration is proposed. This mechanism allows to make public administration more efficient, transparent and more focused on the needs of citizens and businesses. However, for successful implementation it is necessary to consider both the opportunities and risks arising from the process of digital transformation. Transparency and accountability in public administration are important factors for building an effective and fair state system. Open data, modern monitoring tools, and international standards contribute to reducing corruption, improving communication between authorities and citizens, and increasing trust in state institutions.
