In the context of full-scale aggression and Ukraine’s gaining candidate status for EU membership, the issue of agri-food safety management has become a strategic imperative and a geopolitical tool for Ukraine. The article analyzes the multifaceted nature of this process, viewing the harmonization of EU standards as a key instrument for economic resilience, the protection of national interests, and a catalyst for the much-needed internal modernization of the agro-industrial complex. The research reveals the dual-level architecture of the European system: the basic General Food Law (EU Regulation No. 178/2002), which establishes the principles of traceability and operator responsibility, and the ambitious “From Farm to Fork” (F2F) strategy, which integrates safety with sustainable development requirements. An analysis of the experience of Central and Eastern European countries (Poland and Lithuania) provides essential lessons for Ukraine: the Polish experience warns against a “second wave” of food fraud after achieving basic sanitary compliance, while the Lithuanian model suggests a path of strategic positioning through the active implementation of the “Green Deal” agenda. The key internal challenge identified is the “implementation gap,” as evidenced by the widespread phenomenon of “paper HACCP.” Statistical data indicate that the formal implementation of systems without real monitoring stems from a deep-seated deficit in human capital and an outdated management culture, rather than solely a lack of finance or legislation. This creates a dilemma for the State Service of Ukraine on Food Safety and Consumer Protection (Derzhprodspozhyvsluzhba): harsh sanctions threaten the economy, while leniency discredits the system in the eyes of the EU. It is concluded that the long-term success of integration depends on the regulator’s shift to a more complex strategy that combines principled control with the functions of a partner and mentor. The final goal lies not only in the technical adherence to norms but also in systemic investments in education and the formation of a new culture of proactive risk management and partnership between the state and business, to ensure the irreversibility of the European integration process.
