The article develops theoretical, methodological, and applied foundations for implementing development strategies for restaurant establishments within an inclusive economy. The relevance of the topic is driven by increasing market competition and the growing complexity of operating conditions for restaurant businesses, which must ensure their development strategies are relevant and aligned with current challenges. Considering the evolution of the inclusive economy and the growing number of people with special needs in Ukraine, it is demonstrated that inclusivity is not only an ethical imperative but also an important factor in shaping sustainable competitive advantages, increasing consumer and employee loyalty, and enhancing brand reputation. The purpose of the study is to strengthen the theoretical foundations and practical implementation of development strategies for restaurant establishments at all levels of the strategic hierarchy in an inclusive economy, ensuring their adaptation to new challenges and resilience to potential shocks. The author emphasizes a holistic, systemic, and multi-level approach to developing a development strategy. For the effective transition to inclusive practices, the harmonization of strategies at all levels is identified as crucial, as it ensures a comprehensive business transformation – from building an inclusive corporate culture to creating accessible services and spaces. Practical recommendations are provided for the corporate, business, functional, and operational levels of strategy. Accordingly, the proposed approach includes transforming the mission, vision, and values of restaurant establishments, expanding into new market segments, improving HR processes, introducing inclusive service standards, and leveraging digital technologies for process automation, feedback collection, and communication. The practical significance of the results lies in developing guidelines for owners and managers of restaurant establishments on implementing inclusive practices at all levels of the development strategy, including organizing adaptation programs and psychological support for staff, and creating accessible spaces and menus for consumers.
