In conditions of economic uncertainty, intensified competition, and digital transformation, ensuring enterprises have human resources is of strategic importance, as they are a key factor influencing production activities, product quality, service provision, financial performance, profitability, and, accordingly, enabling the formation of competitive advantages. In addition, amid the destruction of industrial infrastructure and the transformation of the labor market, securing human resources is extremely important, as they will contribute to the restoration and modernization of enterprises. Enterprises are facing a shortage of qualified personnel due to migration processes, staff turnover, and a decline in the proportion of qualified personnel, which confirms the need to update staff competencies. It has been proven that staffing is an important factor influencing strategic development and competitiveness. A study of the state of human resources management was conducted using the example of the Ukrainian industry, which made it possible to determine the feasibility of implementing a management system and developing a human resources strategy, the use of which will contribute to staff development, the formation of an effective motivation system, and increased labor productivity. Problems related to staffing at Ukrainian enterprises have been identified, and areas for improvement have been proposed, namely: improving the management system; conducting personnel planning and forecasting; training personnel and developing their digital competencies; developing a staffing strategy; introducing tools for motivation, selection, and personnel management; creating attractive working conditions; and forming effective corporate policies. It has been established that improving staffing will increase enterprise efficiency, ensure sustainable operations, support innovative development, and enhance long-term competitiveness.
