The purpose of the article is to substantiate the role of human capital in enhancing the resilience of agricultural enterprises under martial law and to identify personnel policy instruments and current trends in supporting human capital development in the agricultural sector. The methodological basis of the study includes systemic and structural-logical approaches, analysis and generalization of scientific sources, comparison of approaches to interpreting resilience, and analytical consideration of statistical and expert materials on agribusiness losses, labor shortages, transformation of working conditions, and management practices. The study reveals the multicomponent nature of agricultural enterprise resilience, encompassing institutional, security, personnel, financial, production, and logistical dimensions. It is proven that personnel resilience is the core of an enterprise’s ability to adapt to wartime risks, ensure production continuity, support logistics, manage financial resources, and move from survival to development. It is established that labor shortages are changing the logic of agribusiness: they intensify competition for personnel, lead to wage increases, expand social support, encourage the involvement of women, students, and veterans, and promote outsourcing, digitalization, automation, and new professions related to smart farming. The scientific novelty of the article lies in clarifying the hierarchy of the components of agricultural enterprise resilience and identifying human capital as a strategic asset that integrates adaptive management of financial, production, logistical, and security processes. The practical significance of the results lies in their possible use by agricultural enterprises to revise personnel policy, develop systems for attracting, retaining, training, and retraining employees, and enhance the technological capacity and social responsibility of business. Prospects for further research include developing indicators to assess personnel resilience, modeling the impact of investment in human capital on the competitiveness of agricultural enterprises, and identifying mechanisms of interaction among business, education, and public policy in the post-war recovery of the agricultural sector.
