The article examines the features of strategy formulation for the sustainable development of urban mesosystems in the context of post-war socio-economic reconstruction in Ukraine. It is substantiated that the reconstruction of cities should be based not only on the restoration of destroyed infrastructure, but also on the profound structural modernization of the economy, the development of human capital, and the implementation of innovative management approaches. The study provides a comprehensive SWOT analysis of municipal services management under martial law, identifying digitalization and energy-efficient autonomous solutions as critical resilience factors. The author emphasizes the strategic role of multiplier industries, specifically the defense-industrial complex (DIC), energy, and agricultural machinery, which act as primary drivers for technological spillover and GDP growth. It has been proven that the DIC has already evolved into a leading innovation hub, capable of stimulating related sectors such as electronics and IT. A conceptual model of strategic planning for sustainable development of mesosystems — SUREM (Sustainable Urban Recovery & Meso-system Model) — is proposed. This model integrates economic, social, environmental, and institutional components through a structured six-stage algorithm. The research highlights the importance of the “Green Transition”, “Smart City” technologies, and “Inclusive Infrastructure” as the three pillars of urban transformation. Special attention is paid to the institutional foundation, including the creation of Municipal Strategic Offices (MSOs) and the utilization of digital ecosystems such as DREAM to ensure transparency and investment attractiveness. The study establishes that the effectiveness of the strategy depends 80% on the quality of institutions and the level of trust. The implementation of the proposed SUREM model will contribute to the formation of a more sustainable, innovative, and competitive development model for Ukrainian cities, ensuring their successful integration into the European economic space.
