The article analyses the digitalization of Ukraine’s state support system for rural areas as an instrument to enhance transparency, accountability, and the efficient use of public resources during the post-war recovery period. Rural communities are identified as the foundation of food security and social stability, yet the mechanisms of state support remain complex and fragmented. The study reviews the institutional and regulatory framework and key development programs, including the State Regional Development Fund (SRDF), eRobota microgrant initiative, U-LEAD with Europe, and USAID DOBRE, as well as the role of digital ecosystems such as Prozorro and Diia. Business, eDopomoga, and DREAM are increasing the openness and accessibility of funding. The article outlines the main barriers to effective access to public and donor financing for communities: data fragmentation, procedural complexity, limited digital skills, and weak interagency integration. It argues that introducing a unified digital platform for applications, monitoring, and reporting could simplify procedures, reduce project duplication, and ensure transparent resource allocation. Such a platform would continue the logic of the DREAM ecosystem and reflect the best international practices of open data and e-governance. Based on the analysis of data from OECD, the World Bank, and Ukraine’s Ministry of Economy, the expected results of digital transformation include a 25-40% reduction in administrative costs, duplication reduction to about 3%, an increase in community revenues by 10-12%, and employment growth of about 10%. These indicators confirm that digital tools have both economic and social effects, improving trust between government and citizens while expanding local fiscal capacity. The study interprets digitalization not merely as technical modernization but as a transition to a data-driven model of policymaking, in which open registers and analytics guide decision-making. The integration of digital instruments, especially within the DREAM ecosystem, enhances coordination among state authorities, local governments, businesses, and donors. The formation of such a unified digital environment supports evidence-based regional policy, reduces bureaucratic workload, and facilitates real-time monitoring of public investments. The conclusions emphasize that the digital transformation of state support contributes to the development of an efficient, transparent, and participatory governance model. It strengthens institutional capacity at both the central and local levels, automates reporting, and enables public oversight through open dashboards and analytical tools. In the context of Ukraine’s post-war recovery and European integration, the development of a digital ecosystem for rural support becomes a key factor in achieving balanced, sustainable, and inclusive growth of rural territories.
