The acute housing problem for Ukraine in recent years has been significantly complicated by the consequences of the military conflict, which has dramatically increased the demand for social housing. Existing mechanisms for regulating the social housing market often prove to be insufficiently accessible, large-scale, or effective in fully meeting demand, necessitating the development of new financial and credit instruments. The article provides a brief description of domestic and foreign practice of using financial and credit instruments to increase the availability of social housing. The results of the research enabled the supplementation of the methodological principles underlying their classification, according to which financial instruments for supporting social housing are divided into two groups: direct and indirect action. The group of direct financial instruments included direct financing of social housing construction and social subsidies from the state and local budgets. The group of indirect financial instruments consists of forward financial purchases and funding, state financial subsidies, public-private partnerships, indirect housing investment, preferential lending, and taxation. The review of the existing practice of using financial instruments to increase the accessibility of social housing for the population, as presented in the article, revealed that in recent years, numerous targeted programs and projects have emerged to support vulnerable categories of the population. Among the most common are housing subsidies for IDPs, partial compensation for living expenses, state-targeted preferential lending programs (“Affordable Housing 5-7-9”, “eReconstruction”, “eShelter”, “Own Home”, etc.). Mortgage lending is a crucial financial instrument for enhancing the accessibility of social housing to the population in Ukraine. Despite the risks of military conflict, the mortgage lending market is characterized by growth trends and an increase in business activity levels. Despite this, it has been determined that the general shortage of financial resources that exists in Ukraine requires the development of new, effective, and inclusive financial and credit mechanisms to increase the availability of social housing for the country’s population.
