The article provides a theoretical and scientific substantiation for classifying enterprise development management tools under the influence of post-industrial transformations, large-scale digitalization, and geopolitical instability. The study aims to develop a systematized classification-matrix model of methods and leverage factors that integrates external environmental turbulence and internal risk appetite levels to ensure the strategic resilience, agility, and economic security of business entities. The research uses the PESTEL methodology, D. Teece’s dynamic capabilities theory, the Risk Matrix method, and fuzzy inference systems to comprehensively evaluate complex uncertainty factors. The paper establishes a clear methodological distinction between the categories of “method,” “leverage,” and “tool,” eliminating chaos in constructing the organization’s economic mechanism. Three distinct environmental states are identified—stable, reactive, and turbulent—proving that high volatility requires a proactive model of interaction based on sensing, seizing, and transforming drivers. The primary contribution of the work is the design of a classification matrix that aligns conservative, adaptive, or proactive/aggressive risk appetite types with the level of environmental turbulence. Practical application of this matrix prevents companies from falling into “strategic paralysis” or experiencing financial overload. The study defines digital technologies and environmental ESG factors as modern growth catalysts. It demonstrates that business process digitalization enhances internal control quality and environmental transparency, enabling enterprises to safely increase their risk appetite for breakthrough innovations. Finally, the study proves that state support through stimulating tax levers, such as investment deductions and accelerated depreciation, lowers the break-even threshold for projects, paving the way for capacity modernization, adapting human resource policies to hybrid work, and strengthening long-term financial security.
