The article examines the conceptual and applied problems of shaping Ukraine’s investment climate as a strategic prerequisite for ensuring the state’s economic security. It emphasizes Ukraine’s investment climate as a strategic prerequisite for ensuring the state’s economic security, noting that the long-term inability to create a stable, predictable investment environment within the framework of socio-economic transformations is a key reason for low-quality economic growth and the preservation of a pro-cyclical model of economic development. The emphasis is on the need to consider the investment climate in the context of modern challenges as a complex integrated system, the coordinated functioning of the mechanisms of which determines the pace of investment processes, the inter-sectoral proportions of their distribution, the innovative orientation, and the sustainable principles of high-quality, balanced, and safe economic development. It is emphasized separately that ensuring the integration of the investment climate within the framework of state policy involves the formation of a holistic complex of institutional, regulatory, organizational, economic, and financial mechanisms capable not only of stimulating investment activity but also of ensuring internal consistency. Such coherence contributes to the formation of a structurally coherent, predictable, and functionally effective investment environment that meets the needs of sustainable development and the requirements of economic security. It is emphasized that integrating the investment climate enables the national economy to transform the consequences of potential shocks in crisis periods into impulses for further development, thereby minimizing the intensity and scale of security threats. The feasibility of forming and implementing a systemic, multi-level state policy across several interrelated areas aimed at ensuring the integration of the investment climate in conditions of high investment risks arising from the current military-political situation in the country is proven.
