The purpose of the article is to examine the impact of business process digitalization on the inclusivity of the regional economy, based on an analysis of the Regional Digital Transformation Index. The article examines the impact of digitalization of business processes on economic inclusivity in regions under conditions of decentralization, wartime challenges, and the post-war recovery of Ukraine. It is substantiated that digital transformations serve as a vital tool for overcoming spatial, institutional, and socio-economic barriers by expanding the access of the population and business entities to economic resources, the labor market, and public and commercial services. Attention is paid to characterizing regional differences in digital development and their impact on the formation of an inclusive economic environment. Based on the analysis of the Regional Digital Transformation Index of Ukraine, an assessment of the digital maturity of the regions was conducted, and a relationship was established between institutional capacity, the development of internet infrastructure, sectoral digital transformation, and the degree of regional economic inclusivity. A comparative analysis of the index dynamics and its sub-indices in 2022–2024 revealed an asymmetry in digitalization rates across regions, with implications for businesses’ and the population’s access to digital opportunities. The research results indicate that regions with higher values of the Digital Transformation Index are characterized by better conditions for the development of small and medium-sized entrepreneurship, the spread of remote work, digital entrepreneurship, and platform business models, which contribute to increasing the economic activity of socially vulnerable groups. At the same time, it was established that digitalization does not have an automatic inclusive effect and, in the absence of proper institutional support, can deepen regional disparities. It is determined that ensuring the inclusivity of the regional economy requires the systematic integration of digital transformation into regional development policy, combining technological solutions with human capital development and improving management mechanisms.
