The article examines the digital transformation of crisis management in Ukraine’s construction industry in the context of post-war recovery, emphasizing the integration of managerial, institutional, and technological approaches. The relevance of the research is driven by large-scale infrastructure destruction, the need for accelerated economic recovery, and limited resources, which underscore the importance of effective management mechanisms in the construction sector amid high uncertainty and crisis risks. The study is based on a combination of systemic, institutional, and sociotechnical approaches, enabling consideration of the construction industry as a complex, multi-level system in which technological platforms, public institutions, and market actors interact. This methodological framework enabled the conceptualization of digital transformation in crisis management as a shift from reactive response models to proactive, risk-oriented, and data-driven management systems. The paper analyzes the key components of the digital architecture of post-war recovery, including the state ecosystem DREAM, the public procurement system Prozorro, and Building Information Modeling (BIM) technologies, and their integration into a unified digital framework for managing the life cycle of infrastructure projects. Special attention is given to the concept of Smart Governance as a model of public administration transformation, which implies the automation of managerial procedures, the use of big data analytics, and the minimization of administrative barriers. The study establishes that digital transformation changes the functional nature of crisis management, turning it into a preventive-adaptive system capable of ensuring continuous monitoring, scenario modeling, and operational adjustment of managerial decisions. It is determined that a key role in improving management efficiency is played by the synergy of institutional platforms and digital technologies, which ensures transparency, controllability, and increased trust in recovery processes. It has been proven that the most promising model for digital transformation of crisis management in Ukraine is an integrated digital ecosystem that combines government platforms, BIM technologies, and risk-oriented management tools. Such a model lays the groundwork for increasing the resilience of the construction industry, ensuring efficient use of resources, and achieving sustainable post-war recovery based on transparency, adaptability, and institutional coherence.
