The article systematizes directions for integrating construction enterprises into production chains, considering the industry, institutional, and digital dimensions, and proposes coordinating these directions with investment-attractiveness priorities and the transition from a resource model to a value-added capitalization model. The elements of digital infrastructure, the content, and the functional purpose of a digital resource under the conditions of clustering of the construction sector are determined. Areas of institutional integration have been established, covering the harmonization of legislation with EU norms, accession to international investment agreements, protection of intellectual property, technical regulation of the standards system, and certification procedures. The purpose of an integration strategy is justified, ensuring the creation of a holistic structure that allows different parts of the business infrastructure to work together effectively as a single, harmonious whole, thereby optimizing operations, improving data flow, and enhancing overall performance management. The prospects for harmonizing integration directions with investment attractiveness priorities are outlined in the format of three strategic guidelines: capitalization – deepening participation in those segments of integrated production chains where higher added value is created and space is formed for the development of national competencies; intellectualization – expanding the parameters of markets, partners, and logistics routes in order to reduce dependence on individual nodes of the production network; digitalization of the systematic implementation of digital tools in production, logistics, administration, certification, and risk monitoring. The implementation of such a concept will create the prerequisites for transitioning from a corporate model to participation in high-value, integrated production chains.
