The article examines the conceptual foundations for the formation of a financial and organizational mechanism for cross-border cooperation in the context of Ukraine’s European integration policy. It is argued that cross-border cooperation (CBC) is a strategic tool not only for the regional development of border areas, but also for Ukraine’s institutional convergence with the European Union. Within the proposed model, the CBC mechanism is viewed as a comprehensive multi-component system that integrates financial resources, management institutions, regulatory and legal norms, coordination platforms, and monitoring tools. The essence of the financial component as a key element of resource provision for cross-border cooperation is revealed, covering budget financing, international technical assistance, subsidies, public-private partnerships, as well as innovative sources — social investments and crowdfunding. The organizational dimension of the mechanism is analyzed through a modular structure that covers institutional, financial, coordination, monitoring and evaluation, and regulatory components. The theoretical and methodological basis of the study is a systemic, interdisciplinary, and strategic approach that ensures the flexibility and adaptability of the mechanism in a dynamic external environment. Particular attention is paid to the problems of integrating border regions into the common European space, forming synergies between different levels of actors, improving the effectiveness of management decisions, and ensuring the sustainability of cross-border initiatives. A conceptual model of financial and organizational support for cross-border cooperation is proposed as a basis for improving state regional policy and institutional support for Ukraine’s border areas in the context of European integration. The approaches formulated in this work can be used to develop strategies for the development of border regions focused on deepening integration processes and building the socio-economic potential of territories. The results obtained are of scientific and practical value for public administration bodies, regional development agencies, and participants in international cross-border partnerships.
