The article is devoted to clarifying the theoretical foundations and developing the conceptual framework for improving operational planning in hospitality enterprises (hotels and restaurants) amid increasing uncertainty. First and foremost, uncertainty is defined as a challenge for the strategic management of an enterprise’s operations and development, and its levels and sources are identified. The objective nature of growing uncertainty is substantiated. The paper emphasizes that the hotel and restaurant business is highly sensitive, volatile, and vulnerable to socio-economic changes, complicating strategic management. The specific factors and development trends in the hospitality industry that influence enterprise management are considered. The essence of an enterprise’s operations and its features as a management object are defined. The specifics of long-term, tactical, and current operational planning, which are hierarchically subordinated to the enterprise’s development strategy, are outlined. The essence and tasks of operational planning are clarified, and the emergence of new requirements for operational planning in the modern hospitality industry is substantiated. The conceptual framework for improving operational planning in hospitality enterprises under increasing uncertainty has been developed. It encompasses: expanding the theoretical substantiation of planning; considering various aspects of planning improvement (quality enhancement, process optimization, efficiency growth); building an efficient planning system; updating the planning concept (risk mitigation, task decomposition, transitioning to the use of probabilistic knowledge, etc.); modernizing planning; digitalizing the planning process; expanding planning methodologies (including the transition to complex operational indicators and the use of relevant metrics); implementing new approaches to planning. Special attention is paid to the necessity and directions for improving the quality of information and analytical support for operational planning, thereby creating conditions to increase its efficiency.
