The purpose of this study is to develop the methodology for cadastral zoning of the seas of Ukraine, as a precursor to the creation of a maritime cadastre of the state, in conjunction with the existing cadastral zoning of land, and to initiate scientific and practical discussions on its creation and functioning. Method. In this study, an analytical method was employed. In particular, the structure, basic principles of construction, and functioning of the State Land Cadastre of Ukraine, as well as the principles of cadastral maritime zoning in world practice, are investigated. An analysis of the normative legal acts and institutional framework of Ukraine has been conducted to assess the feasibility of creating a maritime cadastral zoning system for the country. The study focused on the marine waters of the Ukrainian Azov-Black Sea basin and its coastal protective strips. Research results indicate that Ukraine possesses the legal, institutional, and technical capabilities for cadastral zoning of maritime waters. Considering the land-naval environment as a holistic natural-territorial complex, it is envisioned to observe the methods and principles inherent to land in the marine environment for the identification of cadastral objects. The cadastral zoning of maritime waters involves the establishment and identification of cadastral zones, regardless of the dynamics of marine environmental processes, types of economic activity, and the legal status of the water column, thereby demonstrating both scientific novelty and practical significance. The methodology for integrated cadastral zoning of Ukraine’s maritime waters and land was developed, based on a single methodological approach and principles. Cadastral areas of the open sea can be squares of 100 square kilometers, resulting in approximately 300 zones forming in the territorial sea of Ukraine. The use of this methodology for cadastral zoning of marine waters, coastal areas, and protective strips in the territories of the Ochakiv and Kutsuruba territorial communities of the Mykolaiv region is demonstrated.
