The article examines the transformation of functional roles and forms of interaction of business entities in the context of the digitalization of the economy. It is emphasized that the digital economy forms new mechanisms of socio-economic relations, disrupting the balance between government institutions, business, the population, educational and scientific institutions, and international organizations. The relevance of the topic is that the transition from the traditional management model to digital transformation strengthens horizontal ties, stimulates partnership forms of cooperation, and activates the role of business structures as key drivers of territorial development. In the process of analysis, scientific approaches to interpreting transformation processes are generalized within the framework of the “theory of change,” which allows for assessing the cause-and-effect relationships between events, results, and achieved goals. It is revealed that in the traditional model, local development entities performed a limited set of functions, with state administration predominating and business and community activity being weak. Instead, digitalization creates a new functional architecture, where business receives expanded roles – from the use of digital platforms and electronic services to the formation of local innovation ecosystems. Particular attention is paid to changes in the interaction of business with authorities, scientific and educational institutions, and citizens, as well as the role of international organizations in financing digital processes. It is concluded that the digitalization of the economy is a multidimensional factor that simultaneously opens new opportunities and creates challenges for adaptation. The results of the study show that digital technologies stimulate the formation of partnership models of cooperation, enhance the integration of knowledge and resources of various participants in economic relations, and create conditions for increasing the competitiveness of business and the state’s economy. Prospects for further scientific exploration are linked to the search for tools to optimize digital platforms, the development of resource management strategies in the digital environment, and the harmonization of stakeholder interests within the framework of global digital transformation.
