The article aims to study the direction of diversification of agricultural enterprises in the context of the strategic transition to the principles of economy as an integration concept for achieving sustainable development goals. The concept of bioeconomy is presented as an alternative to the traditional economy, highlighting the potential of the former in achieving the goals of transformation of agro-food systems in the direction of increasing efficiency, fairness, and sustainability based on the introduction of innovations. It was determined that the agricultural sector is the core of the bioeconomy, forming the raw material base of its development. The advantages of bioeconomy in implementing the vector of sustainable development with decoupling within its economic, social, environmental components have been identified. The instrumental content of implementing the strategy for achieving the goals of bioeconomy development was studied, with the selection of organizational (administrative-legal, legislative) and economic (incentive, responsibility tools, support tools) groups of tools. The main priorities of state support for the development of biotechnology are presented, the main direction of which is the formation of institutional foundations for embedding the principles of bioeconomy in the architecture of economic relations through the mechanisms of stimulating interest on the part of producers of agricultural products, as well as the creation of resource and technological opportunities for the implementation of the strategy of ensuring the sustainability of the agricultural sector through the formation of the environment, which is based on the partnership of three institutional sectors: the state, science, and business. The conceptual foundations of the diversification of agricultural enterprises in the paradigm of ecologically safe management and bio-economic transformations are defined, the purpose of which is the production of high-tech products and clean types of energy based on the economical use and preservation of natural resources, the reduction of environmental risks, and the large-scale use of biomass. Information indicating differences in bioenergy potential by administrative-territorial units of Ukraine is presented. The prospects for developing bioenergy as a tool for combating climate change processes and reducing carbon emissions (environmental safety), a component of the implementation of national security, including the energy independence of Ukraine, are revealed.
