The article argues that the competitiveness of the economic system (national, regional, or entrepreneurial) in the current conditions of market turbulence is becoming a key category of development, as it determines the ability to form and maintain sustainable advantages, ensure structural modernization, and maintain socio-economic security. It has been established that the determining basis for both current and strategic competitiveness is human development, which, through investment in education, health, and well-being, increases labor productivity, innovative activity, and the quality of management decisions, thereby enhancing the adaptability of economic actors to external challenges. Based on a generalization of scientific approaches (in particular, to a risk-oriented interpretation of competitiveness, labor productivity as a channel of macroeconomic effects, the system-forming role of the human factor, and the impact of technological shifts on the structure of competencies), it is emphasized that analytical activity in the field of human development remains insufficiently covered as a separate informational and methodological prerequisite for the formation of competitive advantages. The interpretation of regional competitiveness as an integral characteristic of the ability of regional authorities, local communities, and economic entities to effectively attract and use financial, innovative, investment, and human resources for sustainable growth and improvement of the quality of life is proposed, emphasizing its systemic nature and dependence on institutional capacity and stakeholder interaction. The distinction between strategic competitiveness, a derivative of strategic potential, and current competitiveness, a short-term position that at the same time forms the basis for future advantages through the results of management decisions, is justified. An anthology of human potential analysis is proposed in the form of an “analytical quartet” that covers retrospective, current, strategic, and predictive analysis, and provides a comprehensive assessment of the dynamics, current state, opportunities/threats, and scenarios for the development of human potential. It has been proven that the combination of these types of analysis provides the basis for strategic controlling and management decisions regarding the development of the labor market, investment in human capital, and increased labor productivity, which together translate into greater competitiveness and a higher quality of life for the population.
