The essence and meaning of the educational service and the quality of the academic service are revealed in the article. The quality of educational services is a set of characteristics that can satisfy the needs of direct and indirect consumers for the formation of a competitive, highly qualified specialist in the labor market. It has been established that providing high-quality educational services by higher education institutions contributes to forming a competitive specialist in the labor market. The components of the quality of academic service were considered, including the quality of the object of receiving educational services, the quality of the entity providing educational services, and the quality of the delivery process. The quality management structures of educational benefits of the higher education institutions in Ukraine and the People’s Republic of China are characterized. It has been established that in Ukraine, the Ministry of Education and Science of Ukraine and the National Agency for Higher Education Quality Assurance play the most crucial role in the quality management of educational services of higher education institutions. The State Council manages higher education in the People’s Republic of China. The people’s governments of provinces, autonomous regions, and central cities coordinate work in their areas and manage universities, which mainly carry out educational activities at the local level. It has been established that there is also a mixed model of higher education management between central and local higher education management bodies in the People’s Republic of China. It has been investigated that the assessment of the quality of educational services in Ukraine and the People’s Republic of China is based on the standards of higher education, which cover all specialties and contain requirements for completing educational programs, building an educational process, and obtaining appropriate learning outcomes. The importance of higher education standards and their basic principles are emphasized.
