The article deals with the peculiarities of solving the problems of public assessment of the processes of formation of human resources and the efficiency of functioning of economic entities, which in wartime correlate with the problems of interaction, in particular, with public authorities, local self-government and public, academic formations, including in the field of scientific substantiation of specific processes of state-building, strengthening the relationship between science and production, etc. Based on the analysis of public scientific opinion and the existing work experience of economic entities, with the participation of the public, academic formations, miscalculations in the organization of reformation processes and their evaluation are given both in wartime conditions, transformational economy, and in the context of Ukraine’s integration to the European Commonwealth of elimination of post-war consequences in our society. Ways of increasing the efficiency of personnel potential and improving the indicators of the functioning of industrial enterprises, including managerial factors, are proposed. It was established that one of the most acceptable methods of assessing the personnel potential and efficiency of the functioning of economic entities, the effectiveness of reformation processes, from the point of view of rational use, in military conditions, not only material, energy, labor, and other resources, not only means of planning, programming and modeling processes but also taking into account the opinion of public, academic formations, balanced with branch and regional management structures of a state and self-governing nature.
