This article is devoted to developing a mobility plan for improving cycling conditions through the modernization of the corresponding cycling infrastructure (СI) in the border areas of Slovakia and Ukraine. Analysis of technological aspects of creating an electronic system for planning cycling infrastructure shows the possibility of its implementation considering geographic information systems. To implement effective cycling management, creating a standardized information database that will contain data on the condition, location, and fundamental statistical indicators of cycling is necessary. The formation of such a database requires innovative approaches and the use of modern methods of data collection, processing, and structuring. It should integrate data from different cadastres, meet the requirements of national standards, and be flexible to ensure the exchange of data on the results of the work of scientific, public organizations, government agencies, and open data registries. Overall, the creation of cycling infrastructure databases provides potential advantages for effective territorial management. A structural diagram of the cycling infrastructure database is proposed. A procedure, planning requirements, and a database for filling in information about cycling infrastructure have been formed. Bicycle network schemes are developed in the context of the territorial communities of Velyky Bereznyshchyna. It is proposed that a new cycling route, “Uzhanska Trail,” will connect Slovakia (the “Ublya” checkpoint) through Transcarpathia with the border of the Lviv region in the Uzhotsky Pass. The cycling infrastructure is partially associated with the paths of the Restoration Service in the Zakarpattia region, pedestrian paths, and dirt and forest roads, which ensure the interconnection of planning decisions at the community and interstate levels. No urban planning documentation would contain geographical information about cycling infrastructure in the Transcarpathian region. The results of the work on the planned cycling infrastructure will be included as one of the components of the region’s spatial comprehensive plans.
