The article outlines the conceptual and practical foundations for implementing SMART governance in agricultural universities under the conditions of digitalization and extraordinary challenges. It substantiates the necessity of transitioning to a digital management model using analytical tools, process automation, energy management systems, cyber security, and integrated educational platforms, using the example of the micro-qualification course “Aqua Farming Navigator.” The study demonstrates that SMART governance enhances institutional economic efficiency by reducing operational costs, improving staff productivity, minimizing student attrition, and developing new revenue, particularly through micro-qualifications and digital educational services. The article presents case studies involving the implementation of IoT systems, LMS, ERP platforms, analytical dashboards, and smart shelters, along with an analysis of the economic effects of digital innovations in agricultural higher education institutions. Micro-qualification programs, based on digital resources and simulation-based learning, adapt the educational process to the demands of the modern labor market while providing additional income opportunities for universities through educational service delivery, non-budgetary funding, and the engagement of individuals interested in entrepreneurship and military personnel returning from combat operations. Participants gain practical experience in preparing grant and government support applications for aquaculture-related products, such as black soldier fly larvae, snails, insects, and giant freshwater prawns, and in identifying potential market pathways for commercialization. The program fosters job creation and supports veterans’ social reintegration into civilian life by facilitating entrepreneurial self-realization. The article highlights the adaptation of SMART-based approaches to the specific context of Ukrainian agricultural education, aiming to build a competitive and resilient academic ecosystem. It defines the conceptual framework of SMART university governance as a response to digital and crisis-related challenges, offering a theoretical justification for the model’s core principles, tools, and potential impact on the operational effectiveness of contemporary higher education institutions in agriculture under digital transformation.
