The article is devoted to studying the process and theoretical substantiation of the basic concepts of land consolidation in the context of sustainable land use and the socio-economic development of territories. Significant fragmentation of land plots during privatization and land parceling has violated the integrity of many green areas, creating significant obstacles to effective agricultural land use. The conditions, terms, and basic concepts used in land consolidation are not legally defined, resulting from the lack of a legislative framework and legal regulation of the mechanism for its implementation. The analysis of land consolidation has shown that it should become an important stage of land reform and the basis for ensuring equal and equitable conditions for all participants to ensure a national strategy for the rational use and protection of land resources in the country. Therefore, first, without creating an adequate legislative framework and legal regulation of the land consolidation process, it is impossible to ensure the efficiency of agricultural land use, which is always extremely important. Given the current time and the lack of proper legislative approval of land consolidation, the issues related to social, economic, and legal principles that determine the effectiveness and implementation of this process in the land management system in our country require proper research. Therefore, this article proposes a draft version of a comprehensive program for the consolidation of agricultural land based on the redistribution of land and rights thereto. This project can become one of the mechanisms of land consolidation for fair regulation of agricultural land turnover in our country and an effective way of developing territories, agriculture, and our country’s entire economy.
