After ending hostilities and ensuring security, our state faces rebuilding the national economy based on inclusion. According to most experts, after the victory, Ukraine will have a unique chance to completely re-engineer its economy, to create a fundamentally new model based on innovative technologies (instead of rebuilding the destroyed and morally obsolete old ones), a new adaptive system of public administration that excludes corrupt schemes and other reclusive manifestations and is based on modern approaches to management carried out by specialists and professionals, a progressive system of education and science, and information technologies. The article aims to analyze the economy’s structural restructuring as a basis for achieving inclusive development goals. The study results showed that the dynamics of the gross value added in current prices increased by 125% from 2010 to 2020. At the same time, in the comparative prices of 2016, there is a decrease of 1.4%. It was determined that the most significant decrease in gross value added occurred in 2015-2016 because of Ukraine’s loss of part of its production potential because of Russia’s occupation of Crimea and the territories of Donetsk and Luhansk oblasts, which accounted for about 20% of the country’s production potential. A slight increase in value-added production was observed in 2016-2019, but in 2020, the gross value added decreased primarily due to the Covid-19 pandemic and related restrictive measures. It has been proven that ensuring the competitiveness of an inclusive economy requires, already at the stage of forming a new model, to lay the tools for its accelerated implementation of “Industry 4.0” technologies as priorities. It is justified that the model and business processes should be built according to this concept’s new integration and communication principles. It was determined that the development of the information and communication sector in Ukraine in the last ten years is characterized by reasonably rapid growth, which is a competitive advantage and creates essential prerequisites for qualitative transformations of the socio-economic model.
